President Candidate:

Ryan Heathers, Active Construction Inc (ACI)

Ryan is currently a Contractor Director. This is a one-year appointment.

Current NUCA Involvement:
Ryan is a current Board Member and serving as a prolific member of the Membership Committee. Ryan has helped grow our membership the past two years, adding nearly 40 new members to the association through active recruitment and relationship building. ACI is an active volunteer and sponsor for all major NUCA member events and signature programs, and has been the recipient of the Contractor of the Year Award in 2022, 2023, and 2024.

 

Treasurer Candidate:

Karl Dubeau, CBIZ

Karl s the current NUCA Treasurer up for re-election. This is a two year appointment.

About Karl: Karl Dubeau is a Senior Manager in the Assurance Services Department with ten years of experience at CBIZ Inc. Karl services a wide variety of the firm’s clients while being an active member of the firm’s Construction, Distribution Manufacturing and Professional Services practice groups.

In his spare time, Karl enjoys traveling, spending time with friends and family, and playing golf.

Current NUCA Involvement: Karl has served on the NUCA Board as Treasurer for the past year.

 

 

Contractor Director Candidates:

Mike Dysert, Johansen Construction Company

Mike is a current Contractor Director up for re-election for a two-year appointment.

Mike is the Division Manager – Public Works at Johansen Construction Company.

About Mike: As Division Manager for Public Works at JCC, I bring 28 years of civil construction experience, including 19 years with the company. Starting my career as a heavy equipment operator, I gained firsthand field experience that shaped my leadership approach and progression into management. I also serve with the National Utility Contractors Association (NUCA) as Chair of Workforce Development and NUCA Career Day, helping promote industry education and workforce development. My leadership is grounded in practical experience, professional growth, and a commitment to strengthening the construction industry for future generations.

Current NUCA Involvement:
Mike is currently a Board Member and the Chair of the Workforce Development Committee, including Chair of NUCA Career Day.

 

Mark Scoccolo, SCI Infrastructure

Mark is the Owner of SCI Infrastructure LLC.

About Mark: I have been actively involved in the construction industry for over 40 years.  I have extensive experience in public works contracting and public procurement.   I contribute my time to the betterment of the industry through various association activities and assist other contractor members whenever I am asked.  

Current NUCA Involvement: Actively involved in NUCA National Workforce Development Committee and Legal Committee. 

Zach Thibodeau, Pivetta Brothers

Zach is the President of Pivetta Brothers Construction. 

About Zach: I grew up in the civil industry in Alaska and transplanted to Washington, where I’ve built a career around this trade and the people in it. The generational handoff I’m living through at Pivetta Brothers is happening across our industry right now, and I’d like to help NUCA carry that forward into another successful generation.

Current NUCA Involvement: Zach has recently joined Pivetta’s leadership team and in his short time there, his own involvement to date has been at the participant level; volunteering at Pivetta’s Dozer Days booth and playing in the annual golf tournament. Dozer Days is what sold him: he brought his two daughters to help work the booth and they walked away bigger fans of the event than he is, which is exactly what that day is built to do. Zach wants to join the board as the generational handoff happening at Pivetta is the same one happening across our industry, and he’d rather help shape how NUCA meets it than watch from the sidelines.

 

Shane Webley, Johansen Construction Company

Shane is currently a Contractor Board Member seeking re-election for a two year appointment.

Shane is Vice President at Johansen Construction Company.

About Shane: I am passionate about the heavy civil, and utility construction industry. NUCA members deliver critical infrastructure projects in the communities we call home & yet many people who benefit from these efforts may never be aware of the work we do. This realization drives me to give back to, and speak up for the industry that I love. NUCA members are building America every day, & any effort I can put forth that supports the greater good of our industry is something that I strive to provide.

Current NUCA Involvement:
Shane is a current board member, serving as the Chair of the ConstructED Conference Committee, the NUCA Representative for the University of Washington Construction Industry Advisory Council (CIAC), and a Committee Member on the Legislative Committee. Shane is also a Committee Member on the NUCA National State/Local Government Affairs Committee and the Federal Government Affairs Committee. 

Associate Director Candidates:

Scott McDonald, Dickinson & Wright

Scott is a Construction Attorney at Dickinson & Wright

About Scott: Since the start of my legal career, my primary focus has been, and always will be, educating, advising, and advocating for contractors in all facets of their operations. I’ve experienced firsthand the many ways Washington law stacks the deck against contractors, most especially NUCA’s civil infrastructure members. Overcoming these challenges requires knowledge, creativity, and vision, which is as true for project disputes as it is for broad policy advocacy. I’m honored to have the opportunity to bring those traits to a leadership role at NUCA, for the benefit of its members and the industry as a whole.

Current NUCA Involvement: Scott has been an active member of NUCA for 10 years and has spent his legal career representing civil infrastructure and underground contractors. He spearheaded the effort to bring his prior law firm, Miller Nash, into NUCA’s rank and has run sponsorship holes at several NUCA annual golf tournaments. He recently joined Dickinson Wright (formerly Ashbaugh Beal) and is excited to carry on the firm’s decades long support of NUCA, its members, and the industry.

Drew Woodruff, DP Nicoli

Drew is a Shoring Specialist at DP Nicoli

About Drew: Shoring Specialist in Washington State for the last 18 years with DP Nicoli. Member of NAXSA(North American Excavation Shoring Association) where he is an approved national trainer as well as being actively involved in both the Safety and Training Committees.
Spearheaded the 2025 NAXSA Washington State Trench Safety Summit in Monroe, WA.

Current NUCA Involvement: Been a member of NUCA for 18 years. Actively involved in NUCA events and Dozer Days as well as providing trenching and excavation courses for members as well as non-members reaching out to NUCA.

There is only one vote per company. If multiple votes are submitted per company, the vote counted will be prioritized by the designated contact person for the organization.
